Waste facilities - operating hours, locations, fees & accepted waste materials

From 1 July we are introducing changes to support recycling as a priority over landfill. Please make use of our 'Waste disposal tips' below to save money when disposing of waste. These changes have been made in coordination with our Waste Infrastructure Plan. Two key areas affected are operating hours and the way fees are structured.

New operating hours will also be introduced from 1 July. Changes have been highlighted in red below against affected facilities or view a summary of new hours in: Waste facilities open hours & fee changes from 1 July 2018.

We operate 23 waste facilities. Some facilities only accept waste from household sources (domestic waste). At sites where commercial waste is accepted there may be restrictions to the type of waste accepted; such as tyres, gas bottles and liquid waste including chemicals and oil. Commercial operators are to seek alternative disposal and recycling companies for these waste types.

Facilities by location

Open: Mon - Fri 7am to 5pm, Sat & Sun 7am to 5pm.  

Closed: Christmas Day and Good Friday.

Location: Bringalily Creek Rd, Millmerran

Waste types accepted:

  • local household waste only,
  • limit the size of the waste deposited in the skip bins to everyday compactable waste, no more than would fit into a 240L wheelie bin.  

Waste types not accepted:

  • commercial waste, 
  • large household items such as furniture,
  • clean fill, contaminated soil,
  • solid regulated waste,
  • asbestos,
  • gas bottles,
  • tyres,
  • dead animals,
  • special burials,
  • car batteries, deep cycle batteries, lead acid batteries, non-alkaline batteries,
  • chemicals,
  • waste oil,
  • liquids,
  • inert material such as rock, concrete, asphalt and builders rubble,
  • flares, detonators, fire extinguishers and explosives including bullets,
  • there is no separate area for recycling or for large household items, please proceed to the Millmerran Waste Facility on Owen Scrub Road, Millmerran for these services.

The Cecil Plains Waste Management Facility replaced the old Cecil Plains Waste Landfill as part of the second stage of the implementation of Council’s Waste Management Strategy and Waste Infrastructure Plan.

The upgraded facility is a transfer station and not a landfill, meaning waste is not buried on site. It also provides greater opportunity for recycling and reuse with waste being diverted from landfill. Non-recyclable waste is separated on site and transferred to a fully engineered facility where it will be buried in landfill.

The design of the facility is based on the award winning Greater Toowoomba Waste Management Facility, but to a smaller scale. The new facility has been constructed on the existing site and, after closure, the old landfill will be rehabilitated and monitored to meet environmental requirements.

A broader range of recycling and resource recovery options is available, including scrap metal, green waste and a variety of other household recycling options.

Accessing the facility

Open: 7 days, 8:30am to 4pm

Location: Cecil Plains-Cemetery Rd, Cecil Plains

Restrictions: Customers will need a PIN in order to both enter and leave the facility. The sites will be staffed for a number of weeks after opening to assist you with using the new facility and answer any questions you may have.

Traffic flows one way in a clockwise direction through three main areas, which are:

  • Area A – Bulk materials area
  • Area B – Resource recovery area
  • Area C – Residual waste area

Please keep this in mind when loading your vehicle or trailer. The materials you load first will be the last to be unloaded. The order that materials are unloaded in is:

 Bulk materials area  - This is the area for large recyclable items and bulk quantities of recyclable materials, including:

  • Green waste
  • Untreated timber waste
  • Scrap metal
  • Refrigerators
  • Freezers & air conditioners.

 Resource recovery area  - This is the area for smaller quantities of recyclable materials, including:

  • Cardboard
  • Mixed recyclables

    • Plastic bottles and containers (recycling symbols 1 -7)
    • Milk and juice cartons
    • Paper, newspapers, magazines, junk mail, cardboard and empty pizza boxes
    • Steel cans, aerosol cans, aluminium cans & aluminium foil
    • Glass bottles & jars
  • Car & truck batteries
  • Motor oil (maximum of 20L per customer).

 Residual waste area  - All other waste goes to this area, including:

  • General waste (non-hazardous)
  • Treated, stained, painted or composite / laminated timber products, including pallets & furniture.

 drumMUSTER  provides Australian agricultural and veterinary chemical users with a recycling pathway for eligible empty agvet chemical containers. The drumMUSTER service at this facility is by appointment only. Contact us to arrange a booking.

Not accepted at this facility:

  • Commercial waste (except with prior Council approval)
  • Ammunition, detonators, explosives or flares
  • Asbestos or asbestos containing materials
  • Ash, coals or burnt materials
  • Dead animals
  • Concrete, bricks or tiles (bulk quantities)

  • Household chemicals
  • Gas cylinders

  • Other regulated waste.

Safety & security

Safety and security for customers’ safety and security and the protection of the community’s infrastructure, the facility includes:

  • Electronic access control, requiring a PIN for both entry and exit, that records all movements on to or from the facility
  • 24 Hour Security Camera (CCTV) monitoring and recording of the entire facility
  • HELP Phones for Customers to report equipment failure or damage, safety or security concerns or request assistance should they be locked in.

Remember that:

  • Enclosed footwear must be worn at all times
  • Gloves, safety eyewear and a dust mask are recommended to be worn when unloading waste
  • Children under the age of 13 must remain within the vehicle at all times
  • Pets must be restrained in or on vehicles at all times.

Open: 

  • Until 30 June 2018: Mon - Fri 8am to 5pm, Sat & Sun 10am to 5pm

  • Commercial vehicles over 4.5T carrying dedicated loads of scrap metal or greenwaste. 

Prior approval is required before tipping of inert waste in vehicles over 4.5T. Please call Waste Services on 131 872 with details on the load, including approx. weight, waste type and disposal date.

Waste for the residual waste transfer area (red signed area):

  • Domestic waste - general waste
  • Dead animals from household sources (single animals only - weight limit up to 50kg per animal, one animal per load. Animals must be wrapped and sealed and packaging must not rupture when offloaded. Advise gatehouse when you arrive at the gate)
  • Commercial waste in vehicles less than 4.5T
  • Treated timber

Waste for the bulk goods area (green signed area):

  • Greenwaste
  • Doncrete, asphalt, rocks, builders rubble
  • Asbestos - from domestic customers only. (must be dampened, double wrapped in plastic and sealed, labelled and remain sealed when it is off loaded.  Packages must not rupture when deposited)
  • Clean fill
  • Commercial waste in vehicles over 4.5T that are carrying dedicated loads of greenwaste or scrap metal
  • Untreated timber

Waste for the resource recovery area (yellow signed shed - recycling)

  • Cardboard, paper

  • material for special burial (documents etc)

How to use the facility 

  1. Enter via the weighbridge and drive to area A - the green section where you can offload your greenwaste, scrap metal, concrete and builders rubble, and other bulky items.
  2. Then drive to the resource recovery area (RRA - Yellow shed) for depositing recyclable and re-useable items.  Lifeline staff are on hand to help you.  Re-useable items are offered at a later time in the Smart Tip shop.
  3. After the RRA, drive to the residual waste area (RWT - Red shed) for all your items that are unable to be reused or recycled.

How to pack your load

Pack your vehicle so that it's easy to off load at the facility - rubbish on the bottom, recycling and re-useable items in the middle and greenwaste, scrap metal and bulky items at the top. If you need to do another lap of the facility .

What the facility offers

The facility operates as a waste transfer facility. It is not a landfill.  This means that odour from the site is negligible. Landfill continues at the Toowoomba Waste Management Centre, on Hermitage Road. Waste is transported regularly off site and depending on the item, it is recycled, reprocessed or buried in landfill. A waste transfer facility provides a more efficient way to safely manage many different types of waste from a variety of different sources. 
 

Future projects 

Council is preparing for the future and there are plans in place to build two new strategically placed facilities to the north and south of the city. The Greater Toowoomba Waste Management Facility is being used as a model for other facilities which will be smaller in size. For more information on other waste projects go to Major Projects - Water and Waste.

Lifeline Superstore (Smart Tip Shop)

The Lifeline Superstore is located at the GTWM at 270 O'Mara Road, Wellcamp. The superstore offers items such as bric-a-brac, books, furniture, electrical, renovating materials and other used/second hand items.

Open: Thursday to Sunday 9am - 4pm. (Public holidays including Christmas Day and New Years Day is as advertised by Lifeline).

This site is a LANDFILL ONLY for waste from commercial customers.

Toowoomba Waste Management Centre (TWMC) - landfill is open only to large commercial customers in vehicles greater than 4.5T.  For all commercial customers carrying dedicated loads of greenwaste, inert waste and scrap metal, please see information on the Greater Toowoomba Waste Management Centre. TWMC does not accept this type of waste.

For all other vehicles, please go to the new Greater Toowoomba Waste Management Facility.

Vehicles greater than 4.5T carrying co-mingled recycling are encouraged to seek alternative private facilities for the materials.
