Summary of February 2018 Report

Detached dwelling applications and unit applications increased in February 2018, compared to the previous month.  15 lots were sealed and released into the market.  During the same period, 70 new houses were constructed (indicating a higher lot consumption compared to new lots released).

The total number of development applications received during the month of February 2018 was 302, compared to 178 in January 2018 for the region (Graphs 3.0, 7.0 and 11.0).  Of these applications received, 86 were planning related applications and 216 were building siting/discretion and plumbing related applications.

The total number of development applications approved during the month of February 2018 was 253, compared to 192 in January 2018 for the region (Graph 3.0 and 12.0).  There were two refusals, one for a RAL Code application and one for a Change to Development (DA) application. Of the 253 approvals, 80 were planning related approvals and 173 were building siting/discretion and plumbing related approvals.

Development applications referred to above include Material Change of Use (MCU), Reconfiguring a Lot (RAL), Operational Works (OW), Plan Sealing, Planning Scheme Works, Environmentally Relevant Activities (ERAs), Plumbing and Drainage, Building Regulatory Sitings/Discretion, miscellaneous building and plumbing applications and requests for modifications. 

For the last twelve months, the monthly average number of development applications received is 284 (97 for planning related applications) and the monthly average number of development applications approved is 273 (93 for planning related applications).  In February 2018, these figures were 302 and 253 respectively.  At the end of February 2018, there were 257 planning related applications and 104 building/plumbing related applications not yet decided and at various stages within the assessment process (see summary tables).  A number of the planning related applications are requests for negotiated decision notices and for extensions to relevant period.

During February 2018, fifteen (15) new lots were approved and 15 sealed compared to 20 new lots and 33 sealed lots during January 2018 (Graph 4.0).

In the same period, 70 new dwellings and 25 new units were approved, increasing the Region's housing stock by 95 (Graph 6.0).

Decision making periods for the month of February 2018 show that of the decisions made, 227 - or 95% - were decided within 20 business days (Graph 8.0).  The average decision making period for survey plan sealing was 1 day.

Building approval numbers have been fluctuating for the last 12 months.  For February 2018, approval numbers and value functions have increased compared to January 2018. There is a decreasing trendline for approval numbers and for value functions for the last 12 months (Graph 10.0).

The total number of building applications approved for dwellings, extensions, units and class 2-9 applications during the month of February 2018 was 246 for the whole region compared to 180 for January 2018.

The combined value of approved building applications during the month of February 2018 achieved $41,220,000 for the whole region (Graph 10.0) as compared to $29,904,000 in January 2018.
