Summary of February 2019 report
Detached dwelling applications have remained the same and unit applications have decreased in February 2019, compared to the previous month. Ten lots were sealed and released into the market. During the same period, 43 new houses were constructed (indicating a higher lot consumption compared to new lots released).
The total number of development applications received during the month of February 2019 was 185, compared to 153 in January 2019 for the region (Graphs 3.0, 7.0 and 11.0). Of these applications received, 63 were planning related applications and 122 were building siting/discretion and plumbing related applications.
The total number of development applications approved during the month of February 2019 was 191, compared to 168 in January 2019 for the region (Graph 3.0 and 12.0). There was (1) refusal for an Changes to Development Approval application. Of the 191 approvals, 72 were planning related approvals and 119 were building siting/discretion and plumbing related approvals.
Development applications referred to above include Material Change of Use (MCU), Reconfiguring a Lot (RAL), Operational Works (OW), Plan Sealing, Planning Scheme Works, Environmentally Relevant Activities (ERAs), Plumbing and Drainage, Building Regulatory Sitings/Discretion, miscellaneous building and plumbing applications and requests for modifications.
For the last twelve months, the monthly average number of development applications received is 230 (90 for planning related applications) and the monthly average number of development applications approved is 120 (82 for planning related applications). In February 2019, these figures were 185 and 191 respectively. At the end of February 2019, there were 227 planning related applications and 94 building/plumbing related applications not yet decided and at various stages within the assessment process (see summary tables). A number of the planning related applications are requests for negotiated decision notices and for extensions to relevant period.
During February 2019, nine new lots were approved and 10 sealed compared to 53 new lots and one sealed lots during January 2019 (Graph 4.0).
In the same period, 43 new dwellings and 4 new units were approved, increasing the Region's housing stock by 47 (Graph 6.0).
Decision making periods for the month of February 2019 show that of the decisions made, 154 - or 90% - were decided within 20 business days (Graph 8.0). The average decision making period for survey plan sealing was 1.3 days.
Building approval numbers have been fluctuating for the last twelve months. For February 2019, approval numbers and value functions have increased compared to January 2019. There is an decreasing trendline for approval numbers and for value functions for the last 13 months (Graph 10.0).
The total number of building applications approved for dwellings, extensions, units and class 2-9 applications during the month of February 2019 was 228 for the whole region compared to 179 for January 2019.
The combined value of approved building applications during the month of February 2019 achieved $40,435,000 for the whole region (Graph 10.0) as compared to $22,444,000 in January 2019.
