Summary of November 2017 Report

Detached dwelling applications increased slightly and unit applications decreased slightly in November 2017, compared to the previous month.  109 approved lots were sealed and released into the market.  During the same period, 63 new houses were constructed (indicating a lower lot consumption compared to new lots released).

The total number of development applications received during the month of November 2017 was 323, compared to 255 in October 2017 for the region (Graphs 3.0, 7.0 and 11.0).  Of these applications received, 129 were planning related applications and 194 were building siting/discretion and plumbing related applications.

The total number of development applications approved during the month of November 2017 was 279, compared to 266 in October 2017 for the region (Graph 3.0 and 12.0).  There were no refusals. Of the 279 approvals, 110 were planning related approvals and 169 were building siting/discretion and plumbing related approvals.

Development applications referred to above include Material Change of Use, Reconfiguring a Lot, Operational Works, Plan Sealing, Planning Scheme Works, ERAs, Plumbing and Drainage, Building Regulatory Sitings/Discretion, miscellaneous building and plumbing applications and requests for modifications. 

For the last twelve months, the monthly average number of development applications received is 291 (100 for planning related applications) and the monthly average number of development applications approved is 278 (95 for planning related applications).  In November 2017, these figures were 323 and 279 respectively.  At the end of November 2017, there were 271 planning related applications and 125 building related applications not yet decided and at various stages within the assessment process (see summary tables).  A number of the planning related applications are requests for negotiated decision notices and for extensions to relevant period.

During November 2017, fifty-seven (57) new lots were approved and 109 sealed compared to 5 new lots and 72 sealed lots during October 2017 (Graph 4.0).

In the same period, 63 new dwellings and 15 new unit developments were approved, increasing the Region's housing stock by 78 (Graph 6.0).

Decision making periods for the month of November 2017 show that of the decisions made, 247 - or 96% - were decided within 20 business days (Graph 8.0).  The average decision making period for survey plan sealing was 3.3 days.

Building approval numbers have been fluctuating for the last twelve months.  For November 2017, approval numbers and value functions have decreased compared to October 2017. There is an increasing trendline for approval numbers and for value functions for the last 12 months (Graph 10.0).

The total number of building applications approved for dwellings, extensions, units and class 2-9 applications during the month of November 2017 was 237 for the whole region compared to 249 for October 2017.

The combined value of approved building applications during the month of November 2017 achieved $47,676,000 for the whole region (Graph 10.0) as compared to $48,676,000 in October 2017.
