Summary of May 2019 report
Detached dwelling applications and unit applications have increased in May 2019, compared to the previous month. Two lots were sealed and released into the market. During the same period, 54 new houses were constructed (indicating a higher lot consumption compared to new lots released).
The total number of development applications received during the month of May 2019 was 255, compared to 182 in April 2019 for the region (Graphs 3.0, 7.0 and 11.0). Of these applications received, 102 were planning related applications and 153 were building siting/discretion and plumbing related applications.
The total number of development applications approved during the month of May 2019 was 209, compared to 167 in April 2019 for the region (Graph 3.0 and 12.0). There were no refusals. Of the 209 approvals, 75 were planning related approvals and 134 were building siting/discretion and plumbing related approvals.
Development applications referred to above include Material Change of Use (MCU), Reconfiguring a Lot (RAL), Operational Works (OW), Plan Sealing, Planning Scheme Works, Environmentally Relevant Activities (ERAs), Plumbing and Drainage, Building Regulatory Sitings/Discretion, miscellaneous building and plumbing applications and requests for modifications.
For the last twelve months, the monthly average number of development applications received is 215 (85 for planning related applications) and the monthly average number of development applications approved is 201 (74 for planning related applications). In May 2019, these figures were 255 and 209 respectively. At the end of May 2019, there were 270 planning related applications and 97 building/plumbing related applications not yet decided and at various stages within the assessment process (see summary tables). A number of the planning related applications are requests for negotiated decision notices and for extensions to relevant period.
During May 2019, one new lot was approved and two sealed compared to 77 new lots and four sealed lot during April 2019 (Graph 4.0).
In the same period, 54 new dwellings and 12 new units were approved, increasing the Region's housing stock by 66 (Graph 6.0).
Decision making periods for the month of May 2019 show that of the decisions made, 182 - or 96% - were decided within 20 business days (Graph 8.0). The average decision making period for survey plan sealing was 4.1 days.
Building approval numbers have been fluctuating for the last twelve months. For May 2019, approval numbers and value functions have increased compared to April 2019. There is a decreasing trendline for approval numbers and for value functions for the last 13 months (Graph 10.0).
The total number of building applications approved for dwellings, extensions, units and class 2-9 applications during the month of May 2019 was 206 for the whole region compared to 200 for April 2019.
The combined value of approved building applications during the month of May 2019 achieved $47,334,000 for the whole region (Graph 10.0) as compared to $23,526,000 in April 2019.
