Summary of May 2020 report

Detached dwelling approvals and unit approvals have decreased in May 2020, compared to the previous month. Fifty seven (57) lots were sealed and released into the market. During the same period, 49 new houses were constructed (indicating a slightly lower lot consumption compared to new lots released).

The total number of development applications received during the month of May 2020 was 184, compared to 204 for April 2020 for the region (Graphs 3.0, 7.0 and 13.0). Of these applications received, 65 were planning related applications and 119 were building siting/discretion and plumbing related applications.

The total number of development applications approved during the month of May 2020 was 177 compared to 188 in April 2020 for the region (Graph 3.0 and 14.0). There was one (1) refusal for Changes to Development Approval application. Of the 177 approvals, 64 were planning related approvals and 113 were building siting/discretion and plumbing related approvals.

Development applications referred to above include Material Change of Use (MCU), Reconfiguring a Lot (RAL), Operational Works (OW), Plan Sealing, Planning Scheme Works, Environmentally Relevant Activities (ERAs), Plumbing and Drainage, Building Regulatory Siting/Discretion, miscellaneous building and plumbing applications and requests for modifications.

For the last 12 months, the monthly average number of development applications received is 203 (77 for planning related applications) and the monthly average number of development applications approved is 193 (71 for planning related applications). In May 2020, these figures were 184 and 177 respectively. At the end of May 2020, there were 232 planning related applications and 102 building/plumbing related applications not yet decided and at various stages within the assessment process. A number of the planning related applications are requests for negotiated decision notices and for extensions to relevant period.

During May 2020, eight (8) new lots were approved and 57 sealed compared to no new lots and 15 sealed lots during April 2020 (Graph 4.0).

In the same period, 49 new dwellings and two (2) new units were approved, increasing the Region's housing stock by 51 (Graph 6.0).

Decision making periods for the month of May 2020 show that of the decisions made, 144 - or 91% - were decided within 20 business days (Graph 8.0). The average decision-making period for survey plan sealing was 2.4 days.

Building approval numbers have been fluctuating for the last 12 months. For May 2020, approval numbers increased very slightly by one (1) and value functions have increased compared to April 2020. There is a decreasing trendline for approval numbers and a slightly increasing trendline for value functions for the last 24 months (Graph 12.0).

The total number of building applications approved for dwellings, extensions, units and class 2-9 applications during the month of May 2020 was 196 for the whole region compared to 195 for April 2020.

The combined value of approved building applications during the month of May 2020 achieved $40,515,000 for the whole region (Graphs 12.0 and 16.0) as compared to $38,440,000 in April 2020.
