The Toowoomba City Centre Master Plan was adopted by Council in 2010 and guides development and change of the city centre to 2031 and beyond. The outcomes of the master plan included principles, strategies and a structure plan.
The Toowoomba Regional Planning Scheme 2012 incorporates the land use and development strategies of the Toowoomba City Centre Master Plan into more specific outcomes to ensure development is consistent with the intent of the master plan. The provisions relating to the master plan are primarily contained in the Principal Centre Zone and Mixed Use Zone codes.
