Revitalising Russell Street from Victoria to Neil Streets.

The Russell Street urban renewal project will provide upgraded pavement and footpaths, a tree-lined centre median between Victoria and Ruthven streets, lighting, green space and trees, street furniture and public art.

In addition to streetscape works, infrastructure such as stormwater, water main and communications will be upgraded and powerlines moved underground.

This project is funded by the Queensland Government’s South East Queensland Community Stimulus Program and Toowoomba Regional Council.

Project budget

A three-year construction project of $8 million with a Council allocated budget of:

  • $2.4m for 20/21
  • $3.9m for 21/22
  • $1.7m for 22/23

Current progress

Russell Street businesses remain open during stage 2 construction with footpath access maintained at all times. Free, time-limited, one-hour parking is in place. We encourage you to continue supporting our local Russell Street businesses during the works.

The northern lane in Russell Street between Ruthven and Neil streets is currently closed to eastbound traffic. Detours, traffic controllers and signage are in place for the safety of pedestrians, motorists and construction workers.

Road users may experience minor delays during these works and are encouraged to plan ahead, drive to the changed traffic conditions and follow all signage.

Start date

The project is being completed in two stages:

  • February 2021 to October 2021: Victoria Street to Ruthven Street
  • February 2022 to November 2022: Ruthven Street to Neil Street.

End date

The project is scheduled for completion in November 2022, weather permitting.
