We've adopted a policy that details criteria and the circumstances when we may, at our discretion, agree to discount or waiver of Development Application Fees for charitable organisations, community or welfare based organisations, emergency services, and sporting organisations.

This policy was reviewed and adopted on 19 January 2021 and is effective from 29 March 2020 (retrospectively) until the date of the 2024 quadrennial election of the Council.

At discretion, we may agree to apply this administrative policy, discounts or waivers at a percentage discount or waiver rates of of up to 100% and up to a maximum amount of $10,000 per application for the following organisations:

  • Community or welfare based non-profit organisation
  • Charitable organisation
  • Sporting or recreation organisation
  • Emergency services

NB: Religious Institutions and Schools are ineligible for discounts or waivers under this policy

 

Types of development application fees eligible under this administrative policy include: 

  • development application fees normally paid for and contained in the Register of Cost Recovery Fees and Charges - Planning and Development Services for the relevant financial year (for lodgement of development applications or Exemption Certificates only), but excluding:

    • charges for assessment of simple and complex technical reports;

    • any fees not associated with the lodgement of a development application including fees for Request for Negotiated Decisions or Negotiated Infrastructure Charges Notices; fees for Change of Development Approval or Request to Extend Relevant Period etc;

    • applications where the use or development has already been commenced or carried out unlawfully and the purpose of the application is to render that use or development lawful under the Toowoomba Regional Planning Scheme or relevant legislation;

    • infrastructure charges (or equivalent); and

    • State or Federal government fees and charges. 

  • Building and plumbing application fees normally paid for and contained in the Register of Cost Recovery Fees and Charges - Planning and Development Services for the relevant financial year, (for building, siting discretions, plumbing and drainage applications only), but excluding:

    • private building certification applications/associated fees; and

    • applications where the use or development has already been commenced or carried out unlawfully and the purpose of the application is to render that use or development lawful under the Toowoomba Regional Planning Scheme, Building Act 1975, Codes or other relevant legislation .
