The following information aims to assist applicants to successfully submit an application for plumbing and drainage work to us. Application submission options and application requirements are listed below.

We currently do not offer a drawing service to help you complete your plumbing and drainage application. 

How to submit an application

There are three ways to submit a plumbing and drainage application. These are listed below.

1. Online application - preferred method

Open the Online customer service portal - Register (top right-hand corner) and then select 'Development applications'.

2. Email

PDF applications can be emailed via development@tr.qld.gov.au. Application requirements can be found below.

3. In person

PDF applications can be submitted in person to your local customer service centre. Application requirements can be found below.

Mandatory requirements for all applications

 

Additional mandatory requirements for specific applications:

  • Floor plan
  • Site plan indicating all boundaries and street frontages. Location of mandatory rainwater tank to be shown
  • Elevations
  • All plans to show correct street address or lot/plan and have a scale bar 
  • A copy of the soil classification report ( as per section 5 on Form 1)
  • A copy of the articulation design (as per section 5 on Form 1)
  • Does the application required a new water meter? If yes, please refer to Toowoomba Regional Council's Water and Waste Services (131 872) for more information on lodging an application for a water meter.
  • Hydraulic plan with scale bar identifying all fixtures, include Overflow Relief Gullies (ORG), venting, inspection openings (IO’s), vent stack (VS) and sub-meter location/installation (as per 2.03 Water Infrastructure Policy - sub metering guidelines & specifications)
  • A copy of the soil classification report (as per section 5 on Form 1)
  • A copy of the articulation design (as per section 5 on Form 1)
  • Floor plan with scale bar
  • Site plan with scale bar indicating stub location and rainwater tank
  • Does the application require a new meter? If yes, please refer to Toowoomba Regional Council’s Water and Waste Services (131 872) for more information on lodging an application for a water meter.
  • A site and soil report for the on-site sewerage facility proposal
  • Site plans showing the location of the proposed or existing on-site facility, the land application area and all existing structures on the property
  • A copy of the soil classification report (as per section 5 on Form 1)
  • A copy of the articulation design (as per section 5 on Form 1)
  • The distance from the land application area to the boundary of the property
  • The distance from the land application area to all impervious surfaces of the premise i.e. concrete paths and paved areas
  • Response from Department of Environment and Science (ERA 63).
  • Hydraulic plan with scale bar identifying all fixtures, include ORG, venting, IO’s, VS, tempered, hot, cold and rainwater
  • A copy of the soil classification report (as per section 5 on Form 1)
  • A copy of the articulation design (as per section 5 on Form 1)
  • Floor plan with scale bar

  • Architectural drawing and elevations
  • Civil hydraulics
  • Stormwater drawings
  • Does this application require a fire service?

Non-mandatory requirements for all applications

After submitting your plumbing approval

You will receive an email with a receipt for your submission.

A permit for fast-track work is issued within 2 business days. If a fast-track application does not meet the mandatory requirements, it will be deemed not properly made and returned to the applicant. 

All other applications may take up to 10 business days to assess including unsewered applications and commercial applications. 

If your application is approved, we will issue a permit for the work. 

The relevant person can book a plumbing inspection when this permit is received, and they are ready. Plumbing inspection requests must be made in accordance with Section 63 of the Plumbing and Drainage Regulation 2019.
