Toowoomba has a rich cultural history and some of this history can be found in the homes and streets in the Region. Council seeks to conserve and enhance this history through the planning scheme by applying the Heritage and Neighbourhood Character overlays within these areas. Any property owner who owns a piece of Toowoomba’s history in these areas may be subject to additional requirements for building or developing their property.

Heritage overlay and heritage places

The Heritage overlay applies to specific properties in the Region which are nominated as either State or Local Heritage Places. The overlay seeks to conserve and enhance heritage places and protect cultural heritage significance.

Neighbourhood Character overlay and places

The Neighbourhood Character overlay applies to areas in the Toowoomba Region that have a specific character due to their streetscapes and consistency of built form in the street. Neighbourhood Character Places are specific buildings that contribute to the streetscape.

 

Researching if you have a Heritage or Neighbourhood Character property

  • Open the Planning Scheme
  • Go to Schedule 6 – Planning Scheme Policies
  • Go to Planning Scheme Policy No. 6 – Heritage Places or Planning Scheme Policy No. 7 – Neighbourhood Character Places
  • Search for the relevant property address

Some Heritage Places will be State Heritage Places which will be indicated in the listing in PSP No. 6. Visit the Department of Environment and Science for more information about State Heritage Places.
