Intensive animal industry means the use of premises for the intensive production of animals or animal products in an enclosure that requires the provision of food and water either mechanically or by hand. This use includes the ancillary storage and packing of feed and produce. This includes activities such as feedlots, piggeries, poultry and egg production.

If you want to establish an intensive animal industry you will need a development permit from Council.

Council permits for an intensive animal industry

Regardless of where your property is in the Toowoomba Region, you are required to submit an application for a development permit to operate an intensive animal industry. This application process will look at minimising adverse impacts on water, air, soil, vegetation, amenity and productive agricultural land.

You may be expected to:

  • Demonstrate to Council how you’ll be dealing with animal waste, effluent, wastewater and biosecurity;
  • Provide adequate on-site parking areas for people utilising your facility;
  • Restrict your operating hours to limit the potential noise affecting your neighbours;
  • Keep a Noise Management Procedure that outlines how you will deal with any noise complaints;
  • Provide landscaping on the property for amenity, shade and to assist with odour; or
  • Provide an asset protection zone around any animal enclosures and yards to ensure animal safety if you are in a Bushfire Hazard overlay.

Other considerations for an intensive animal industry

In addition to an application for a development permit, an ERA (Environmentally Relevant Activity) may also be necessary under the Environmental Protection Act 1994. Refer to the Queensland Government for further information. You must also meet the relevant Australian Standards/National Guidelines for the Intensive Animal Industry.
