Located in the heart of Highfields, the Highfields Library community meeting rooms offers three modern, air-conditioned spaces available to hire. Able to be booked by any organisation or community group, with prices to suit different categories of users, these spaces are part of Council's vision to provide facilities that foster community inclusion and development.

The Highfields Library is accessible to people of all abilities and is wheelchair friendly. Ambulant and accessible amenities are located on both the lower and upper ground levels.
The Red Ash Room has a wheelchair accessible sink (for patrons to access and use during hire only).
The adjacent public car park has six disability spaces with no time limits.
Toilets including unisex accessible toilets are available on both the lower and upper ground. A separate parent room with baby change table and microwave is located on the lower ground.
- Room hire includes access to audio visual technology (Apple devices not currently compatible).
- Free wi-fi is provided, however hirers are encouraged to bring a back up internet source, e.g. wi-fi dongle.
- Bring your own device (BYOD) capable however it is recommended you bring cables.
- A zip tap (hot/cold water) is available in each community meeting room on the upper ground level to refill water bottles (only available during hire times).
- Room capacity may vary depending on COVID-19 guidelines.
We offer our community meeting rooms at different rates for different types of bookings – commercial, subsidised commercial and community.
Commercial
A user whose primary function is to generate a commercial profit or who operates as a business.
Subsidised commercial
Activity of a partly commercial nature which are run to benefit the community whilst acting as a fundraising event and or function for the applicant organisation or individual. These events usually attract a reduced admission charge e.g. school retreats, concerts and musical events
Community
Activities which are focused at providing service or facilities for the benefit of the entire community. These types of events/functions provide opportunities for the community participation and education. These events usually do not charge an admission fee.
All fees are inclusive of GST.
Parking is available in the main public car park in the Cultural Precinct and offers 112 free car parking spaces. Open 24 hours a day, seven (7) days a week, the car park is accessed via Balmoral Street.
It includes:
- 99 standard car parks with no time limits
- 8 disability spaces with no time limits
- 5 car parks with a 15-minute time limits adjacent to the Highfields Library
- A loading zone adjacent to the Highfields Library for loading and unloading goods and passengers
- bike and mobility scooter storage in well-lit areas adjacent to the Highfields Library
- lighting and security cameras
Booking a community meeting room does not guarantee a car park, particularly during peak or busy times or if an event is being held in the precinct.
Mobility scooter parking and charging and bike storage is located outside the building and can be accessed by the public while using the facility.

Please note invoices for room hire cannot be issued.
Payments will need to be received in full no later than three (3) business days from the booking date.
You will need the details within your booking letter with you when making payment - Please quote your Booking ID and RC Code.
Options for payment include:
- In person at the Highfields Library Customer Service help desk, or any other Customer Service Centre within the Toowoomba Region.
Accepts EFTPOS (including credit card*), cash or cheque.
- Post: Cheques are to made out to “Toowoomba Regional Council” and can be posted to: PO Box 3021 Toowoomba QLD 4350
- Phone: Call Council on 131 872 (credit card* payments only)
* Payment made by credit card over the phone and in person will incur a credit card surcharge.
