Vendors are businesses that operate from either private or public areas e.g. food trucks or flower stalls. Areas that are considered public and require our approval, include parks and roadside vending. To operate as a vendor in the Toowoomba Region you are required to have the correct licencing for your business. This licencing is accepted throughout Queensland.
Depending on the location site of the vendor operation, we have two different application processes:
Vendors can apply to operate on Council roadsides and carparks under the mobile roadside vending clause in Subordinate Local Law No. 1.2 (Commercial Use of Local Government Controlled Areas and Roads) 2020, subject to some restrictions.

We permit a limited number of mobile or temporary vendors to operate in designated parks on weekdays and weekends, subject to conditions. Vendors must submit an expression of interest for the opportunity to operate in these parks, with applications opening each June.
Vendors may be considered to operate at the following pack facilities, with only one permit accepted per site.
Kearney's Spring carpark
Conditions: N/A
Middle Ridge Park carpark
Conditions: Weekdays until 3pm
Newtown Park carpark
Conditions: Sunday & Monday until 6pm
Queens Park off-street carpark - northern site
Queens Park off-street carpark - southern site
Queens Park internal vendor site
Conditions: Conditions to be advised during application process
Nell E Robinson Park carpark
Conditions: Weekdays until 3pm, Sundays (to be advised)
Captain Cook Sporting Reserve carpark
Peacehaven Botanical Gardens carpark
Conditions: Any day between 6am - 6pm
Federation Park carpark
Cooby Dam - Loveday Cove, picnic area & boat ramp
Conditions: Any day (as per seasonal opening and closing times)
Cressbrook Dam - Day use area & boat ramp
Bullockys Rest carpark
Back Creek Park carpark
Customers are required to check park availability above and complete the expression of interest form. Once received, our Parks and Recreation Services team will email you an application package.

The Food Act 2006 permits licenced operators to operate their food truck in any local government area in Queensland with a single licence.
